In most cases its a matter of reading the datasheet carefully. If the datasheet suggests a 2.5V reference then you probably want to stay close to that. Sometimes the manufacturer states explicitly the lowest reference voltage. For your sort of application a 16bit or greater adc is used.

Rockby Electronics in Melbourne have some LTC2410 24bit ADC ics at <$6 ea. They are surface mount however, but I have some pcbs that put it out to a 24 pin header that I could send to you.

These are fairly easy to interface to a micro and the datasheet shows an application with a Pt100 sensor.
