Must is a very strong word. Some manufacturers prefer to obscure the things; implementing only the most basic AT commands (e.g. ATI) which is absolutely useless for data connection; then adding proprietary "extensions" (containing in fact the gro of what is really needed).

Siemens x5-series are quite famous for breaking this "rule" (and being quite widespread at the same time).
