The reason why there is no IAP-enabled chip without ISP is, that there is much higher demand for ISP than for IAP. Otherwise, they are relatively unrelated, except for the UART-ISP (such as in RD2s, as Erik mentioned), which is not suitable for implementing in hardware (and as the SW=bootloader would use the IAP anyway there is no reason not to expose it to the user), contrary to SPI- and JTAG-ISP, which are implemented typically in hardware and needs no self-programmability.
