Whatever the answer, I would seriously consider designing a proper switcher supply with a decently wide input voltage range, e.g. 7V to 15V. A dropper resistor will be dissipating a fair amount of power, and that's not good for reliability. I'd still add a crowbar and reverse polarity protection that kicks in at your upper limit.
 In my experience the correlation with inner pin diameter and supply voltage breaks down frequently.  |
