Is a 74HC14 sufficient to drive the ribboncable? Yes, but don't forget series termination resistors! Flat ribbon cable often shows a characteristic impedance of about 100 Ohm with each second wire connected to ground on both ends of cable, so add 47 Ohm resistors to achieve proper series termination.
