It seems that no one caught the real problem in the question, the word "GENERAL". In my experience with using EPROM programmers, every time a new chip comes out, you must contact your supplier wait (the time determines who remains your supplier) for a software - and sometimes hardware - upgrade before you can program your new chip. This is written based on using 'storebought' programmers and sometimes glancing at the programming section of data sheets by mistake.
