Vinita, in your first post you have mentioned:

we have very little idea of how to sense this fault...

So, why are you sure now successfully having solved the problem?

I have tried to solve your problem and formulated three questions

Kai said:
1. Why can the 5V or 24V supply become shorted to earth? I never had a circuit where this could happen anyhow. The grounds yes, but the supply voltages?

2. What do you mean by "shorted"? A zero impedance shorting? Or some unpredictable current flow, like it's observed when a barrier is leaking?

3. Where do you expect this shorting? Somewhere on a plant? Right at the output of your device?

Or do you mean ground (0V) by earth? Do you want to detect a short circuit of your supply voltages to ground (0V)?

which you didn't answer.

Now you wrote:

we are using a 18v zener diode across 24v and earth and sensing the voltage which is further dropped down to 5v.if voltage is 5v ,the 24v supply is ok
else it is shorted to earth.
our problem has been solved.

Well, I don't think that you have solved the problem. But, because you haven't answered my quetions I cannot explain you why and I cannot recommend you an alternative. I could again ask my questions, of course, and again hope that you will answer them, at least partially. But tell you what? I'm tired of this fruitless game and will better enjoy my free weekend.
