Actually it does not, at esacademy there is a NoTouch for LPC9xx and that is installable without any knowledge whatsoever about "the IAP instructions for this micro"

NoTouch is NOT "IAP" it is a "touchless" means of kicking the chip inti ISP mode.

Ok the 3 pulse method is "touchless" as well, but the origin of NoTouch is the Rx2 where a "touch" was required to pull certain signals to certain levels during reset to kick the chip into ISP mode. For the LPC it probably should be renamed NoSpecialHardwareRequired, but let us leave it at NoTouch.

Again NoTouch is NOT IAP. NoTouch and Flashmagic is all you need.
