Keyboard runs own POST at power-on and after a while (400ms? I don't recall but it's important) sends the 0xAA if the POST is OK. Once the PC sees this it configures the keyboard which is usually a flurry of commands. If the keyboard gets any of them wrong, the PC usually pretends the keyboard isn't there.
