Hello Brian,

The PC sees the 'Clock' and 'Data' lines of PS/2 at the startup.
When both of these lines go 'H', the PC recognizes the keyboard (or mouse) is up, and starts to send init and identify command to the keyboard.

Then, hold these lines 'L' on the PC interface of your device, until the keyboard shows these lines 'H".

This Microchip app note will help you, though the code is for PIC :-)
