You have to answer everything the PC initiates. Normally this means an ACK or maybe a scan set #. Sometimes you have to respond RESEND if the command doesn't make sense. I have an NEC that actively sends some nonsense command every few tenths of a second. If you don't respond FE to it, it figures the keyboard has been unplugged, no matter what else you send the PC. It's dumb, but you might be running into something like that. But for sure have a response for the whole command set.
