The reason behind using LEDs inmatrices is to decrease the number of drivers and wht it makes possible is the physiology of human vision ("inertia").

The moving LED sign is not different from the TV in principle.

If it was a homework, these - correct - answers won't help you. If you mean it seriously, try to think, read, amd comeback with specific questions. I'm looking forward to them.
