SILabs offer the well accepted CMX stack for free (of course in a version that require the use of the SILabs chips) and it is even in a version that does not infringe on the Keil eval limit. This, also has the advantage that for (is it still) about $150 you can get all hardware required to verify your software before you expose it to your hardware.
