How do you know the Osc circuit is stoping? How are you measuring this?

What is the target load capacitance of the Xtal used? What is the "expected" load capacitance it (the xtal) is expecting?

With a high impedance CRO probe - what is the DC bias point of the X1 and X2 pins? 1/2Vdd? or other?

Have you changed the Xtal to another? and also a differnt manufacturer (may be different load capacitance)?

How far are is the Xtal from the micro? mm or cm?

Have you tried to reduce or increase the 33pf Capacitors to try and match the "expected" load capacitance of the Xtal used?
