• do you have access to the real PATC
  
• is there a requirement for such a test system (e.g. from the PATC manufacturer)? If so, you could ask the "manufacturer" to talk to your HoD supporting your project
  
• is there any similar project around?
  
• are you sure you will complete the project in due time? Do you have some preliminary work done? Any hardware ready?
  
• can you split the work reasonably between the participants?

I know there are sometimes objections on "construction" final-year-work here too, on grounds of being "not scientific enough". Although most of the work will be most probably "standard engineering", for purposes of presentation, I'd concentrate most on the possibly intricate ways of producing a full set of test cases, and/or evaluating all the possible modes of failure of the device-under-test; or something similarly "esoteric"...
