Erik,
I am just a hobbiest, I work with Voltmeter, But I could say that the output is not reaching 0V becasue the INT0 is not generated. I have tested the TSOP1738 alone without connecting to 8051, got the same result. Also I have Pulled down INT0 Pin seperately and my SW works fine.
