So, first we should add a biasing network, that forces the potential to drift to the nowheres's land, when the tristate output is in high-Z state. Here the first problem arises

With the extreme input impedance of CMOS, there is no way you can bias your probbe without the input the tristate is connected to 'seeing' your bias. Since this level is 'grey, the input may see it as high or as a low.

now what does that do, well think of this

a 'probe' that makes the circuit work when different when applied is worthless
