Hi Rick,

it sounds possible, that you can start with lower crystal to meet the timing of your boot-ROM and then enable the clock multiplier to be four times faster.
I think, you need a 10MHz crystal to get the maximum speed at 40MHz internal.

I would suggest to use an EEPROM / Flash for novolatile program storage. Since it's easier to change the program.
