Closest I know of is the "F" grade of the REF-43 (Analog Devices), which is specified at 0.06% max.

Of course, you could choose a reference with slightly higher tolerance and calibrate the thing in software. In that case, look at something like the LM4140 (National Semiconductor) or the REF3225 (Texas Instruments).
