So the base address is defined by whatever decoding logic you've used to drive the chip-select, /CS.
In the example on Richard's user page, it tells you the address range that his arrangement uses: 0xFFFC to 0xFFFF

You now need to read the Datasheet for the 8255 to see how those addresses are mapped to the ports (and to the control registers)...
