Got Keil on the phone and found the issue.
I have the DK version, not PK
The DK version has the full A51/B51 package but a limited AX51/LX51 package. I had turned the LX linker on so I could hard assign idata segments without realizing that LX51 was an included eval only.
End result is I'm back to the A51/BL51 mode and everything works fine. I just have to trick the system into reserving my idata ring buffers!
In the end it had nothing to do with the chip selected, it was the linker selected.
