(a) average and guess or (b) mask off the 2 lsb and use the remaining 6, which, if the noise is sufficient, may still not be consistent.

Masking out the last 2 LSBs will decrease the probability of having the last bit "flicker", but it will actually increase the peak-peak amplitude of the noise (even if rounding is used).
