this is not a bug in XP rather than in your download utility.

XP like W2000 does not allow direct HW access
which is forbidden in a multi task environment.

Programmers which want to support XP or
W2000 have to use the documented serial APIs
or write their own drivers for HW access.
W9x and ME don't have these restrictions.
