To a user 2 things matter:
1) clock speed
2) clocks per "instruction cycle"

so a 6 clocker such as the P89C51Rx2 running at 20 MHz will be faster than a traditional 12 clocker running at 33 MHz. How that is achieved internally is an academic question.
