If you go really cheap you can do it with a couple of transistors to invert the logic of the TTL. The levels still stay as TTL but the RS232 will function, the levels for 232 have a wide swing about +/-3V to +/-12V from memory so the 5V for TTL is in that range, but it is not nearly as reliable as the MAX232 but OK for short lengths and test runs
