Eh? This cannot be! There should at least be an observable difference between the two situations. The most obvious explanation I can think of is that your CPLD does not do what you expect it to do. Have you done a simulation on it to check that your logic behaves correctly? Is the output you feed in to the 8252 *really* the MSb of your counter?
