FIRST OF ALL U CONNECT PIN 15 OF 232 TO GROUND,IT SHOULD WORK

the capacitors to be connected to pins 1,2,4 and 6 of 232 should be 10uF/16V or 22uF/16V.
in some circuits i have seen 0.1uF, don't use 0.1uf capacitors.

by mistake don't connect +10 and -10 to
pins 2 and 6 of 232.the ic will be generating those voltages,just verify the functionality of the ic with a multimeter at these pins.

pulling down the reset pin with a 8k2 or 10k
is a good practice and is enough.a reset
circuit is not so necessary,better if it is

pins 8 and 10 of 232 to be grounded(not 8& 9)
