Hi,
Please visit the sites I have alreay mentioned. All the questions that you have asked are answered there. You still have not understood the data sheet well. Tip and Ring are nothing, they are just two wires in the line as far as your application is concerned. One is negative and the other is positive as your multimeter would show..... The detection of B party action is done in the call progress....... read that hard in the data sheet.
