The different foot prints for transistors, Emitter, Base, Collector (EBC) or Emitter, Collector, Base (ECB) is not a new problem, in fact it has existed for over twenty years.

The only sure way to solve the problem is thru your own quality assurance methods (in other words you check to make sure the foot print is what you want). This problem has been much discussed in technical literature and will always be with us.

The best way of dealing with these types of problems is to adapt. Welcome to the real world.
