The ST pin must be "tickled" as often as you have set the time to be. You can not disable the watchdog, so you MUST tickle the pin often enough. The ISP software has no provisiob for tickling an external puppy, so find a supervisor without watchdog. Then when you are up and running use the internal watchdog which is disabled by reset.
