Hi,
It is okay if you pull down to ground R/w, I also tried and that is working perfect.

You must try sending #30h 3 times after around 4ms wait in between, to initialize the LCD panel.

Then send other initializing parameters, like display ON, Dataline 8 or 16, cursor position etc.
