"I connect this promo on the same Com1 port where i connect my Mouse the Mouse is working but the promo is not detected." .......2

A logical conclusion from the above can be as below :

Based on 1 , your Promo is fine.

Based on 2, Your PC COM port is fine.

That leaves two things in doubt : The prog.ini file and the serial cable. Just dont assume they are OK. Physically check them to see if they are fine.

The above is not the only possibilty, but a strong possibility.
