I'd agree with Peter. The code looks good. If it's not working, probably an interrupt is interfering, changing the values of the 'R' registers you're using without protecting them before the interrupt and restoring them after the interrupt.

Peter's test program with just the delay code should verify that your routine is working and that you need to focus on interrupts or something external to the delay loop.
