Any industrial strenght programmer will verify before it set the lock bits.

Yes, and mine does also.

Anyhow, what would the purpose of the lock bits be if you could verify a locked flash.

None, I was just wondering what data I was supposed to read after setting the lock bits. All ones, all zeros random data etc.
