I don't think that's what Steve meant; he's talking about the all-too-frequent cases where the question is so vague or poorly presented that we have no idea what the questioner is on about!
We ask for clarification, but none is forthcoming;
the thread then just dies, or degenerates into wild guesses at what on earth the question might have been about!

Where no information has been presented at all, I think the thread should certainly go;
Where some useful information has been presented, although without confirmation that it was actually relevant, the Moderators would have to decide if that made it worth keeping.

Of course, there's only any point to keeping stuff if people actually bother to use the 'Search' facility!
