While decoding a bar code is not as difficult as one might initially think, it depends a lot on your coding level.

As far as I know you will not find public code to decode a bar code. At least you couldn't before. In the past, I was hired as a consultant to develop code that did exactly that. If the code was widely available I doubt they would have paid me to develop it.
