Yes what you want to do can be done with off-the-shelf products quite elegantly.
But first the basics - you said you wanted to control pressure from 0-380 PSI . Thus you should be looking for a proportional PRESSURE control valve and not a FLOW control valve. ( Not that it cannot be done this way but the pressure control valves are far easier to control. When you try to do it with a flow control valve, both the load AND the pressure drop across the throttle will vary ( mostly non-linearly) and it will be tough to arrive at the transfer function) OK proportional pressure control valves are available to handle anywhere between 1 lpm ( litres per minute ) to 500 lpm and above ! Viscosity ranges that can be handled normally are from 10 cSt to 80 cSt approx. Temperature range of fluid must be between 0 to 70 deg C maximium. You can get valves with on-board-electronics ( OBE ) or discrete amplifier cards ( many parameters like gain, offset adjustable) Control of these cards is childs play - just supply 24Vdc for power and control with either a 0-10V dc or 4-20 mA loop. The control is lnear for all practical purposes - but since you will be driving from a MCU can be linearised finely. If your fuel application falls in the above category then mail me for more specific data. Attempting to make one is a futile exercise and defenitely not for fuel application ( kersoene ?). The commercial valves have a repeatability of 1% of set value typically and closed loop models can give you 0.1% roughly. ANd another thing is that the regulation normally starts from a minimum of 20PSI or so - hence watch out.
