Mahmood there should be a ball valve on the inlet side of the fuel pump with a cable pull that will close it completely from your safe operating station. You should also have overspeed limits in your normal control package but untill you have verified the correct and complete operation of your control it is prudent to stay in a safe zone. Even standard design engines can shed metal violently in a run away and they are not running at 60000 rpm. I have had several generators that went overspeed the winding in the rotor explodes and makes u shaped projectiles with one blunt end and one sharp end that come out the vent screens. This is about 4.5 mm square wire that shears off on the edge of the stator iron and unwraps from the rotor ends until centrifugal force breaks it leaving a tapered needle. Turbines that explode would be worse. Once your control is tested and the unit has run a while and been inspected for problems it will be safer to work around.

I also agree that a load on it will make control easier but it does add more things to fail during first run up.
also there may be no provision for a load to be attached yet. Terry
