You are correct. I think he meant that there are 35 instructions, which he may not think will do the job. If he just planning to count events, the instruction set is not a limiting factor, nor is the 1024 word program space. The PIC16C84 would do the job nicely.
It is when you ask the PIC family chips to perform multiple tasks that you run into trouble, in my experience.
