The Rx2xx has an errata sheet that deals with a reset issue, an issue that I don't believe the Rx2Hxx suffers from. You should take a look at that and see if it affects your design. A supervisor is always recommended.

The devices come from the factory with the status bit/byte set. Therefore the device powers up into ISP mode.
Thus, if you include NoTouch (or 'the backdoor' while developing) you will NEVER lose the ability to program a chip.
