It is 3.5Mhz (as in megahertz 3500000). My source was the Intel datasheet for the 8052BH which is a NMOS part that has dynamic registers
It's been a good while since I have seen a dynamic '51, thank you for reminding me they once existed. As to the question: With todays derivatives there is NO lower limit for the clock frequency, there may be a lower limit for the internal oscillator frequency and I am sure there is a lower limit for crystal frequencies.
