you're right of course - you can do a lot with a scope & some test routines.
But I'm reminded of some particularly evasive (and very intermittent) problems that I doubt I would have ever found without an emulator.
Being able to set address/data traps and then reading the trace buffer to see how things came about has been invaluable for the nasty hardware/code problems.
