Then I realized this morning that my dang oscillator wasn't connected to XTAL1 and XTAL2.
That bring upo an old one of mine. I designed this circuit with something like 5000 component and cvonnector pins (the largest board I have ever made), had the PCB laid out and the board built and got it on the bench. Dead as a doornail. A bit of investigation revealed that there was no oscillator on the board and - oops - neither on the schematic. With an oscillator soldered on the back of the board, the circuit worked (after all software was fixed).
