Joseph is a French and English name derived from the Latin (Josephus) and Greek (Iosephus) versions of the Hebrew name Yoseph, which means "He will add." In the Hebrew Torah, Joseph was the 11th son of the Jewish Patriarch Jacob, who after being sold into slavery by his brothers, was elevated to the position of Governor of Egypt, second only to Pharoah. In the New Testament Joseph is the husband of Mary. Also in the New Testament, Joseph of Arimithea was the wealthy man who gave up his tomb for Jesus to be buried in.

I can not say for certain what Hébert (pronounced A'-bear) means. It is a French name today. It might have come from Ireland as an anglicized form of Éibhear. According to Irish legend Éibhear was the name of two of the sons of Míl, Éibhear Dunn and Éibhear Finn, the first of the Gaels to conquer Ireland. However, Hebel is a Yiddish form of Abel, so I suspect that Hébert is what became of the Hebrew word heber, which means "enclave," after it was brought to France by the diaspora.
