Funnily enough I was looking at the datasheet for the 7660 on the Maxim site only on Thursday night. It is UNregulated, and what you have seen is to be expected. Review the data sheet and the load/voltage graph is GRIM. Mike's suggestion is a good one, and the Maxim data sheet points you to a "MAX 660" I think.
