I have no enough funds to purchase the development kit for CC1010 , but I have got samples of CC1010.So i am planning to get the evaluation module of CC1010 fabricated by my self.(meaning i will get the CC1010EM fabricated and assembled by some third party.)

Better be sure that "some third party" know what they are doing, RF is much more than connecting the pins.

My question is that is it possible to get the project done without having the development board because i will not have the debugging facility available without the development board?
absolutely, some of us did this in the days when the king of diamonds were still a jack and, in those days, "development boards" and many other tools did not exist. HOWEVER, you will be trading time for money, the less tools, the longer it will take you to get the thang going.

Also I have some experience with the microcontroller AT89C51.
I have been programming it in C.I have no experience with Real Time OS(assume me just a layman in this regard).Plz guide me in this regard.

Is it TOO DIFFICULT to spell "please" ???? I normally do not answer SMS posts, but since you only had one such, I did it anyhow.
You do not need a URTOS, or your descripotion of your project is woefully incomplete.
