British cookers have always had separate built-in grills - these make excellent toasters. US cookers didn't - they usually used an element (broiler) built into the top of the oven which was never as satisfactory or convenient (or ergonomic). And you couldn't use the oven for its intended purpose at the same time. Hence, when someone invented the worktop 'toaster oven', it sold (like hot cakes?) in the US...
