First off this problem is almost entirely due to the fact that the posting edit window is not WYSIWYG. Fix that and 95% of the problems will go away.

Secondly, if it is at all feasible for you to come up with a parser that can flag a posting to the moderators as needing possible editing work work...............then why not instead perform this parsing at the time the author has pressed the Post button. If a problem is detected then instead respond back to the author and let then see what is wrong and fix it themselves.

Third....consider the possibility of having the Post button automatically invoke the preview screen so that the author can see the results of his posting in the formatted window. This feature could be automatically turned off once the author has made a certain number of posts (I believe the server already collects this information) because presumably someone that has posted "N" times will have become experienced with what to do.

Lastly....the smartest thing to do is not to assume additional repeatative work load to "make the site work". Instead put that responsibility back on the author.
