I feel that you have to many variables in trying to debug your problem. Personally I would:
1: Program the VB to continuously send the character 'U' to the serial port with a short delay between charcters.
2: Next check the micro RXD pin with an oscilloscope. This will tell you if the character in reaching the micro as well as confirming that the baud rate is correct, just in case your VB messes with the baudrate between receiving and transmitting.

This should give you a better indication as to the source of your problem.
