It is common to find in-built resistors on transistor devices that are connected as darlingtons. These have high forward current gains and the resistor values are less critical to a wider variety of circuit designs. On the other hand it is more common to find arrays of single transistors without the resistors. (Don't get me wrong...there are some parts available with resistors such as Panasonic). I believe the reason you do not fing many arrays with resistors is that this immediately restricts the potential number of design-ins the part will see.
